It's supposed to be there. Getting 'rid' of it and anything else inside it will seriously render your computer useless. Extremely simplified but think of it a little like a Swan floating serenely on the top of the water. This is essentially what the Library and System folders (which are visible to you) are doing. Beneath the water the Swan's legs are flapping away like crazy. This is is what 'private' and the folders within (which are invisible to you for good reason) are doing.
Your problems however may well have something to do with possibly the contents or more likely the 'health' of the OS sub-system of which private is a part of. Usually a re-install should sort out any problems associated with it although you should try to repair permissions first.
